Commissioner responds to the government’s evaluation of Pathfinder Family Court pilots

Today, 27th March 2025, the government has released its evaluation of the Pathfinder Family Court approach, outlining the positive impact of domestic abuse informed, child-inclusive and efficient proceedings.

The Pathfinder Courts have acted as trials for a nationwide model to replace the current model which has been criticised for being adversarial, minimising domestic abuse and silencing the voice of children in child arrangement proceedings.

Domestic Abuse Commissioner, Dame Nicole Jacobs, said: “I have heard from countless victims and survivors that they have been re-traumatised by Family Court proceedings and left fearing for their children’s safety.

“I am delighted that this evaluation shows a vastly improved experience for victims when the Pathfinder approach is taken. Adult and child victims feel better supported, re-traumatisation is reduced, and families are spending less time in court, as cases are resolved more quickly.

“Given Pathfinder courts would cost roughly the same as the traditional Family Court approach – while ensuring children’s voices heard – there is now clear evidence that government should roll this approach out fully across all Family Courts in England and Wales. This must be done without compromising on the beneficial elements of the model.

“With the Spending Review fast approaching, I’m also urging the government to seize this opportunity and build a system that would support a Pathfinder roll out. This includes properly funding both the courts and the specialist domestic abuse sector, so children and adult survivors of abuse can get the support they need.

“As we’re nearly five years on since the publication of the Harm Panel Report, it has long been clear that urgent change is needed. The Family Court should be a place of support and protection, and we owe it to adult and child victims to make this a reality.”
